Medicare Program Final Rule: Prospective Payment System & Consolidated Billing For SNF FY 2015

The final payment ruling for Medicare Prospective Payments (PPS) has been released. In addition to the adopted payments for 2015 Medicare PPS, the final rule contains the most recent Office of Management and Budget (OMB) statistical area delineations to identify a provider’s urban or rural status in order to determine the appropriate skilled nursing PPS wage index. The final rule contains revisions to policies related to Change of Therapy (COT) and Other Medicare Required Assessment (OMRA). The final rule also includes discussion of a provision related to the Affordable Care Act concerning Civil Money Penalties and discusses the SNF therapy payment research currently underway within CMS, observed trends related to therapy utilization among SNF providers and CMS commitment to accelerating health information exchange in SNFs. These final provisions become effective October 1, 2014.
