The Department of Health and Human services (HHS) has listed promoting quality care in LTC facilities as a top management challenge in 2014. Federal law mandates the inspector general to annually issue a summary of management challenges; LTC quality hasn’t been named a challenge in those summaries for the past six years. Suggested steps HHS can take to ensure LTC quality include issuing guidance on operational matters and undertaking fraud and abuse enforcement actions. The report also includes recommended actions such as including the establishment of minimum federal qualification for LTC Medicaid participation and the issuance of guidance on care plans and attendant supervision.
