The Congressional Commission on Long-Term Care released its full report last week but not all the members could agree on financing options for LTC. Therefore, five of the LTC commissioners issued an alternative report which includes six recommendations; one recommendation is having a public social insurance program. The commission suggested the LTSS benefit under Medicare Part A (similar to hospice benefit) to be financed by increasing payroll taxes and premiums. In order to qualify for coverage under this plan, a physician would have to verify the individual needs assistance with at least two activities of daily living and will need it for 90 days; cognitive issues would also qualify an individual for this coverage.
