Medicaid’s “Institutional Bias” the Focus of a Recent Federal Hearing

Support is building to end Medicaid’s “institutional bias” and put more focus on home and community based services (HCBS), as evidenced at a recent Federal Commission on Long-Term Care hearing. Providing care in nursing homes is three times more costly than caring for people in their preferred home setting and does not result in increased demand for these services as was previously thought.  While many states have made progress in serving younger people with intellectual disabilities in their homes, they are lagging behind in providing HCBS to older adults with physical disabilities.
